Our Purpose

Vision & Mission

The north star that drives every platform we build and every cluster we activate across India.

🔭
Vision

A self-sustaining digital economy for every Indian MSME

A future where every entrepreneur, artisan and gig worker across India has frictionless access to capital, markets and AI tools — regardless of geography, language or digital literacy. We start in Uttar Pradesh. We don't stop until every state is covered.

🎯
Mission

Deploy integrated digital platforms across India's MSME clusters

Deploy OSEM financial access and Youth Adda phygital market access across UP's eighteen MSME clusters — then systematically replicate the proven model into Jharkhand, Odisha and Bihar through UPICON's institutional relationships and our investor network.

Strategic Anchor

Partnership with UPICON

UPICON formally authorises ScaleUP RuralTech to execute across four core mandates — giving us the institutional weight of a Government of UP body with the agility of a private-sector technology company.

1
Utilise OSEM, Youth Adda, UPICON brand and infrastructure for MSME digital and financial transformation across Uttar Pradesh and beyond
2
Appoint and manage banking partners — HDFC Bank, RBL Bank, Kotak, Hero FinCorp and NBFCs — under the UPICON/OSEM mandate
3
Operate as Credit and Banking Facilitation Service Provider (CBFSP) under RBI guidelines — customer acquisition, loan facilitation, underwriting and financial literacy delivery
4
Enter formal Agreements and MoUs with third-party partners and institutions; all partners require UPICON prior approval before onboarding
How We Win

Three Strategic Pillars

Every MSME needs capital to start, a market to sell into, and digital tools to grow. We deliver all three through one interconnected ecosystem.

01
💳
Financial Access

Multi-lender credit facilitation as CBFSP under RBI guidelines. Scheme access, Karigar Credit for artisans, GIGA Credit Card for gig workers and district Finance Mitras — capital for every MSME on fair terms.

02
🛒
Market Access

End-to-end digital commerce for ODOP products — ONDC, GeM and major marketplaces from one OSEM dashboard. GI product export enablement for international buyers across the Middle East, UK and USA.

03
Digital Enablement

The YOUTHADDA phygital network of Digital Experience Centres powered by Qubelabs Agentic AI — giving every MSME a website, AI chatbot and e-commerce store with zero coding required.

What We Do

Four Core Service Lines

An integrated stack that delivers financial inclusion, market connectivity and digital capability to every MSME we serve.

01
Financial Enablement via OSEM — CBFSP
Banking partners HDFC Bank (trade finance and GIGA Credit Card for gig workers), RBL Bank, Kotak Mahindra and Hero FinCorp, alongside NBFCs including SIDBI, NABSamruddhi, L&T Finance and Tata Capital, deliver collateral-free MSME lending through OSEM. Government schemes accessible on-platform include Mudra, PMEGP, CM Yuva and CGTMSE with Udyam API and GST-based digital underwriting. Karigar Credit provides collateral-free artisan loans for GI-tag clusters — Varanasi Silk, Lucknow Chikankari, Moradabad Brass and Gorakhpur Terracotta. District Finance Mitras conduct monthly financial literacy camps alongside PM Vishwakarma portal integration and SHG/NRLM batch underwriting.
02
OSEM Marketplace
Digital storefronts for all eighteen UP clusters with ODOP product catalogues, GST invoicing, integrated payment gateway and last-mile delivery. ONDC integration enables simultaneous listing on Flipkart, Meesho, Amazon and Jio Commerce from a single dashboard. GeM Facilitation Cells across Agra, Kanpur, Varanasi, Lucknow, Moradabad and Noida serve government procurement onboarding. GI Product Export Programme provides IEC/RCMC facilitation, multi-language listings and international buyer matchmaking.
03
Youth Adda Community Network
Eighteen cluster-specific chapters deliver member directories, B2B referral tracking, paid trade meets and sponsored advertising. Annual membership creates a financially self-sustaining community within twelve months — revenue shared between cluster associations and the UPICON/ScaleUP management platform. Quarterly Cluster Trade Meets and annual UP MSME Trade Exhibitions in Lucknow and Delhi NCR connect buyers, exporters and MSME operators across the entire ecosystem.
04
OSEM Agentic AI — Qubelabs Open-Source Stack
No-code drag-and-drop toolset comprising Website Builder, AI Chatbots on WhatsApp, web and Instagram in Hindi and English, and E-commerce Stores with GST invoicing — all deployable without technical skills. Agentic AI Operators autonomously monitor GST deadlines, Udyam renewal and credit scores, pushing proactive alerts directly to MSME owners. White-label deployment available for cluster associations via Qubelabs open-source licensing.
